Marcus Smith misses out on the matchday-23 entirely, after suffering a head collision in a few big tackles from the flying Fijians.
Smith’s place in the No 15 jersey is taken by the 1,96m Steward, who will offer England better security under the high ball.
There are two further changes to the pack, both of them rotational.
Joe Marler and George Martin come in at loosehead prop and second-row respectively, replacing Ellis Genge and Ollie Chessum, who both drop to the bench.
